This guide helps you choose who implements Odoo for you and decide whether you need an implementation partner at all. The short answer: a partner's Gold, Silver or Ready level mostly reflects how many Odoo licenses it sells, so use it to build a shortlist, not to choose. Judge each candidate on how it handles your own processes, on references you contact yourself, and on a proposal that puts scope, pricing, code ownership and support in writing.
It is written for owners, finance leads and operations managers. Odoo's rules, prices and contract terms were checked on odoo.com on 7 October 2026; software behavior was checked in Odoo 19 and 20.
Before you start
- A process list: the processes the system must run, the monthly exceptions such as returns and credit notes, the systems Odoo must exchange data with, and any e-invoicing or tax reporting your country requires.
- A user count in two parts: people who will work in Odoo, and staff who only record time off, expenses or attendance, or use a point of sale or shop floor screen. Odoo prices the second group as Light Users, listed at CAD 12.90 a month as of 7 October 2026.
- A provisional edition and plan: Odoo Community is the free, open-source edition. Odoo Enterprise is the paid edition, sold on the Standard or Custom plan, and the plan decides where you can host and whether custom code is allowed.
- Terms: an implementation partner is an independent company listed by Odoo to resell licenses and deliver services.
Three ways to implement, and what each costs
- Do it yourself. Odoo's eLearning is free, and an Enterprise subscription includes unlimited support tickets for bugs and for guidance on standard features, but not for development or customization. The cost is staff time.
- Odoo Success Packs, prepaid blocks of hours bought from Odoo. An Odoo consultant analyzes your requirements, configures the apps and trains your key users in planned phone or online sessions. Prices as of 7 October 2026 run from 4 hours for CAD 850 to 200 hours for CAD 36,500, with 15% off a new customer's first pack, bringing the rate to roughly CAD 155 to 181 an hour. Custom development is charged separately, per day.
- A partner. Partners earn a commission of up to 20% on Enterprise licenses they sell and set their own service fees, of which Odoo takes no share. Odoo notes that partners usually charge per day.
The choice is not permanent: the subscription agreement lets you switch partner, or move to Odoo directly, with 30 days' written notice. If you work with Odoo directly, though, your custom modules are supported only when you are hosted on Odoo's own cloud.
What partner levels actually measure
Under Odoo's Partnership Agreement, the level shown in the directory at odoo.com/partners is reviewed every quarter against three figures:
- Net new Enterprise users sold in the last 12 months: 10 for Ready, 75 for Silver, 300 for Gold.
- Certified employees on one of the last three Odoo versions: 1, 3 and 6.
- Customer retention: 70% for Silver and 80% for Gold, measured as the share of Enterprise customers signed in the last three years that are still active.
Profiles also show References by industry, average and largest project size, and Certified Experts by version. Level is mainly sales volume, so a partner can reach Gold by selling to many small customers without having run a project like yours. Retention shows that customers kept paying for Odoo, not that they were satisfied with the partner. Recommendation: weight project size and industry references most, because they are closest to your situation.
Questions that test a partner
- "Show us one of our exceptions in standard Odoo." A good answer demonstrates it or names the setting. A weak one jumps to custom development.
- "Which of our needs are standard, which need Studio or code, and on which plan?" As of 7 October 2026, Odoo lists Studio, multi-company and the external API only on the Custom plan, and the Standard plan runs only on Odoo Online, which does not accept custom modules.
- "What do our country's rules require, and in which edition?" In Odoo 19 and 20, Saudi e-invoicing is a Community module, the Saudi VAT return report is Enterprise, and each sales journal is onboarded to the tax authority separately.
- "How would you enforce a rule we cannot break?" Say every entry must carry a fund. An analytic plan, Odoo's way of tagging entries by fund or project, can be set to Mandatory, but in Odoo 19 and 20 that check runs only when a user posts from the screen, not when an automated action or another program posts. A strong answer names that gap.
- "Who works on our project, and who supports us after go-live?" Ask for names and certified versions. A partner becomes your main contact for bug fixes, support and upgrades.
How to check references
Recommendation: pick two or three references yourself from the partner's directory profile, in your industry and near your size, because a partner chooses the contacts it volunteers. Ask each how the first quote compared with the final cost, whether customizations survived the next upgrade, and how quickly support answers today.
What a sound proposal puts in writing
- Scope and exclusions: processes, apps, data migration, integrations and reports, and what is excluded.
- Pricing basis: which parts are fixed and which are estimated hours, and what happens on overrun. A fixed price moves that risk to the partner but needs tight scope.
- Licenses, shown separately: plan, user counts, term and renewal. Odoo's agreement renews automatically unless either side gives 30 days' notice, renewals can rise up to 7% per year of the previous term, and users added mid-term pay list price.
- Customizations: who owns the code and who maintains it. Odoo's subscription agreement does not settle ownership of code a partner writes, so the services contract must. Outside Odoo Online, custom code is covered for upgrades and bug fixes only if you pay a monthly fee per 100 lines; otherwise adapting it at each upgrade is your job.
- Support and upgrades: response times, rates, and who tests each upgraded database, since Odoo's upgrade service leaves validation to you.
Warning signs and a simple decision rule
- Custom development proposed before your processes were tested in standard Odoo.
- A "success pack" priced far below Odoo's published rates. Ask whether it is Odoo's product or the partner's own hours.
- Pressure to sign a multi-year license before testing your data, though Odoo's pricing page offers yearly and monthly billing.
Recommendation: if your processes fit standard Odoo, someone in-house can own the system and you need no custom code, price doing it yourself and Success Packs first. If you need integrations, custom modules or self-hosting, a partner fits more naturally, because Odoo supports custom modules directly only on its own cloud and charges development separately.
Check your shortlist against this list
- Each candidate demonstrated one of your exceptions in a database.
- You spoke to two references you chose yourself.
- Each proposal separates fixed from estimated work and puts exclusions, code ownership and support in writing.
- You priced the same scope in Success Pack hours as a benchmark.

Common questions
What do Odoo's Gold, Silver and Ready partner levels mean?
Under Odoo's Partnership Agreement, the level depends on net new Enterprise users sold in the last 12 months (10, 75 or 300), certified employees (1, 3 or 6) and, for Silver and Gold, a customer retention rate of at least 70% or 80%. Odoo reviews the level every quarter.
Do I need a partner to implement Odoo?
